19 reported dead in Chongkhow following outbreak of disease

Longding, Aug 7: According to reports, 19 lives have been lost in Chongkhow village under Longding between June-August following an outbreak of diseases. It is yet to be confirmed what led to the deaths as the State epidemiologist Dr L Jampa said that his department has not been informed yet on the deaths and health issues of the villagers.
Matpho Kolong, ZPM, Wakka said that dozens of villagers are sick with dysentery, fever, headache, jaundice, typhoid which has subsequently led to the deaths of the villagers.
People of the remote village with a population about 900 are in shock with the continuous death of the villagers, he said.
Wakka has a primary Health Centre.
When contacted, Minister Education, Libarary Honchun Ngandam who is the local MLA confirmed the report saying that report is reliable as it has been sent by ZPM, Wakka Block.
Ngandam further informed this daily that he is convening a high level state meeting involving Secretary and Director, Health Service for constitution of an immediate response team.
He further informed that medical team will be sent from Itanagar to Chongkhow village to tackle the epidemic from spiraling out of control.
Deputy Commissioner Himanshu Gupta however said his administration is yet to ascertain the total number of death but the district administration is deploying a medical team on Monday.
The Deputy Commissioner informed that due to lack of communication and bad road condition, the concrete report about deaths could not be gathered. Chongkhow village, under Wakka circle is 35 kilometers off Longding town bordering Myanmar. It is considered to be one of the most insurgency prone areas in the district.
After the outbreak, Primary Health Centre in Wakka, run by an NGO had organised one medical camp and took sessions on public health and awareness while the students and youth of the village also conducted sanitation drive to create awareness on health and hygiene.
ZPM further informed that Chongkhow, Chop, Khannu and Kampong under Wakka Block are facing acute shortage of food grains because of the frequent landslide. The food crisis has further deteriorated because of an unfavourable climatic conditions which has led to less productivity of the Jhum cultivations.
Centre promises all help to conserve mithun
New Delhi, Aug 7: 'Mithun' has a very significant role to play in lives of tribal communities of the North-East, the government on Sunday said, promising that it will do the needful to conserve the animal. "The government will give all possible help for conservation of mithun," the Ministry of Agriculture said in a statement.
Union Minister of Agriculture and Farmers' Welfare Radha Mohan Singh said mithun has "a very significant role" to play in lives of tribal communities of the North-East. It also figures in the official seal of Nagaland.
Realising requirements for technology transfer efforts for conservation of mithun, a new Krishi Vigyan Kendra was put in place at Peren, Nagaland on Saturday.
ICAR's NRC mithun is the only institute in the world dedicated purely to research on conservation and improvement of this precious animal species. The minister said the institute will work towards technology development for scientific rearing of mithuns that has not only helped in conservation of biodiversity and the rich cultural heritage of the region, but contributed to the economic development and ecological stability of north-eastern states. He noted that the tribal community in Arunachal Pradesh, Nagaland, Mizoram and Manipur is closely involved in rearing of this bovine species.
The total population of mithun in the country is about 3 lakh, of which Nagaland accounts for 12 per cent. The government has initiated schemes like Rashtriya Gokul Mission, Pasudhan Mission and Pasu Chikitsa Yojna under which efforts are being made to conserve and develop indigenous breeds of cattle. PTI
Terminated Ranji Thomas quits as AG
New Delhi, Aug 7: Six months after his services were terminated by the Arunachal Pradesh Governor, senior advocate Ranji Thomas has tendered his resignation as the Advocate General (AG) of the state, saying the sacking was invalid after the Supreme Court directed status quo ante and reinstated the Congress government there.
The services of the senior lawyer as AG were terminated by Governor J P Rajkhowa on February 2, soon after imposition of Presidents Rule in the state on January 26.
However, Thomas, who served as the top law officer of the state during the tenure of Chief Minister Nabam Tuki, sent his resignation letter to newly-elected Chief Minister Pema Khandu on July 26.
Thomas said the landmark verdict by the Supreme Court, directing status quo ante in the state and reinstating the Congress-led Nabam Tuki government, had upheld the Constitution.
"Therefore the withdrawal of pleasure by the Governor to remove the AG and appointing a person of his choice is unsustainable and invalid and against the spirit of Constitution and the judgement of the Supreme Court," he said, adding that the new Chief Minister has the right to choose the new AG of his choice.
In his letter, Thomas said "propriety and tradition demands that on your assuming the office of the Chief Minister, the Council of Ministers headed by you may decide on the appointment of the Advocate General. To facilitate the same, I hereby offer my resignation as AG of Arunachal Pradesh".
Thomas had earlier advised the Governor against advancing the assembly session last year when the state faced political crisis.
The lawyer said the historical apex court verdict, re- installing Congress government in the state, showed that the Governor can act only as per the aid and advice of the Chief Minister and his council of ministers with regard to appointment or termination of services of law officers.
The judgement has made clear that the appointment of the Advocate General and his continuance on his post "during the pleasure of the Governor does not mean his individual pleasure without or other than the advice of the council of ministers headed by the Chief Minister," Thomas said. PTI
Spurious drugs and people’s health

Consumption of spurious drugs may adversely affect the patients' health complicating the disease. In some cases, it may prove fatal.
Recently, the Drugs Control Authority had detected large quantities of medicines of Not of Standard Quality (NSQ) after laboratory tests in Arunachal Pradesh.
A total of 726 samples - 355 from various Govt. Medical Stores, Hospitals and 371 from retail and whole sale outlets were collected by the authority during 2014-15 and 2015-16 to ensure the quality of drugs for safety of patients.
Of them, 33 samples collected from government supply and 9 samples collected from market were found Not of Standard Quality (NSQ)/spurious or adulterated.
The percentage of NSQ for Government procured medicines was 13.86% while it stood at 2.87% for drugs collected and tested from markets.
Legal actions have been reportedly initiated against the medicine manufacturing/ marketing companies detected with NSQ.
Since these NSQ drugs samples were collected from various hospitals and markets, many of the patients might have consumed those spurious/adulterated medicines only to further deteriorate their health, which is a matter of serious concern.
Surprisingly, there was no or a little public reaction over the serious issue.
Will the Health Department disclose the names of those NSQ medicines?
Every case relating to spurious or adulterated drugs is a punishable offence under the relevant Acts.
It was also stated by the officials of Drugs Control Authority that they had detected some irregularities while procuring or supplying medicines for the department, which indicates that there might be some loopholes in the medicine procurement process as the officials also suggested for formulating mechanism/system for procurement of medicines.
For common people, there is no option than to rely on the honesty of the retailers to get the genuine drugs. There are also instances of many unscrupulous retailers selling patients 'alternative' medicines with same chemical combinations. A little variation in the combination may cause huge difference in the treatment and improvement of patients' health.
The authority must look into the matter very seriously since nobody has rights to play with human lives.
ITBP proposes for permanent base at Hollongi
ITANAGAR, Aug 7: Indo- Tibetan Border Police (ITBP) forces have proposed the State Government for a permanent base for one of its battalions at Hollongi, Itanagar
The proposal was made by Inspector General of ITBP Manoj Singh Rawat before Chief Minister Pema Khandu during a meeting here.
The paramilitary force also proposed for establishment of 54 border outposts along the McMahon line, which will reinforce the Army. Further, the ITBP conveyed its plan to open new sectors across the state in towns, like Likabali, Pasighat and Aalo. The ITBP Inspector General said that besides guarding the borders, the paramilitary forces will also be deployed to guard all vital government installations, offices and institutions in the state.
After patience hearing, the Chief Minister agreed to extend all possible cooperation to the paramilitary forces in expanding its base in the state.
He also acknowledged the role of ITBP in maintaining peace and security in the state, and also lauded the humanitarian assistance extended by it during natural calamities.
Pasighat Police registers case against Assam based timber businessman

PASIGHAT, Aug 7: Criminal case has been registered against Assam based timber businessman Sandip Das, who allegedly smuggled sawn timber from different parts of the state using fake Transit Pass (TP), counterfeit seal and forged sign of Arunachal foresters.
Sandip Das, a resident of Jonai (Assam) bordering Ruksin in East Siang district had been running the illicit timber business using fake forest TP of the State's Forest department and seal of Arunachal forest officials. His sawn timber laden truck was seized by Assam Forest officials at Silapathar beat under Dhemaji forest division on June 17 midnight. The Assam forest later referred the case to Central Mobile Squad under Chief Conservator of Forest (CCF), Pasighat division for inquiry.
Pasighat police, following complaint lodged by forest department officials has registered a case (PS Case No. 133/16, U/S- 379/468 IPC and RW section- 25(b) of AFR Act) against Sandip Das and his associates and has started its investigation.
Police further informed that there is possibility of adding more IPC sections after nabbing the accused and finding the facts.
The investigating officer of the case has moved Dhemaji Divisional Forest Officer (Assam) for submission of the fake TP and other materials with the vehicles.
"We are collecting clues and evidences in this forgery case and making all efforts to arrest the accused persons. We have sought active cooperation from Assam forest and police to solve the case at an early date", said the I/O. The accused is yet to be arrested.
It needs to be mentioned that DFO, Pasighat earlier in 2013, 2014 and 2015 had lodged complaints regarding use of fake TP and Counterfeit seal & signature by unknown person/s. The complainant clearly mentioned name and address of the prime accused Sandip Das and two other associates- Rousan Nusahary @ Rousan Swargiyari and Proveen Kumar Borgohian in the FIR, however the former Officer-in-charge of Pasighat police station had ignored the case in the pretext of indefinite 'Place of Occurrence' in the counterfeit and forgery case.

ITANAGAR, Aug 7: Naharlagun Solung FC (NSFC) and RGUFC registered win in their respective matches during Itanagar Solung Football Tournament played here at APPBn Ground, Chimpu this afternoon.
During the first match, Naharlagun Solung FC beat Doying Golong FC by 3-0 goals. Tatem Taloh netted two goals, while Arun Tayeng scored a goal for the winning team. Later Taloh was declared as player of the match.

Chaw Sunaya Thaman of GHSS, Lathao and Dengso Tayeng of TBFC were adjudged as best player and best goalkeeper of the tournament respectively while Dingso Pul of TBFC became highest scorer with 11 goals in his kitty.
All Namsai Areas Youth Association (Football Club) was adjudged as the disciplined team.

Seminar on art and culture
NAHARLAGUN, Aug 7: A seminar and training on traditional and folk art of Arunachal Pradesh was organized by NGO Changkiu Bagang VFMC, at a city hotel here on Sunday.
Participating in the programme, Director (Planning) Mokir Ori stressed on the importance of preserving one's culture and traditions.
Chayang Tajo ZPM Lama Bagang urged the organizer to expand its activities to other districts and play a proactive role in creating mass awareness on the importance of preservation of age-old traditions and culture people of this Himalayan state.
Dancing and singing alone does not convey the meaning of culture, opined former chairperson of Hayang Memorial Agro Industrial & Education Trust Jaro Bagang.
He urged people to understand the real meaning of culture.
Culture is manifestation of ideas, social behavior and traditions passed down from generation to generation of a particularly community, Bagang said.

CM provides financial help to student leader
ITANAGAR, Aug 7: The State Government has provided Rs.5 lakh for treatment of AAPSU leader Darasing Tayeng, who is currently undergoing treatment in a hospital in Guwahati.
The financial assistance was handed over to the Union members by the Chief Minister on Sunday following an appeal from the union.
The financial support by the Chief Minister gave a great respite to the family members and the union, who have been running from pillar to post for grant of medical aid for treatment of ailing Tayeng, said AAPSU president Kamta Lapung.
Hailing from East Siang, Tayeng is the present Federal Speaker of AAPSU and one of the senior students' leaders of the state.
Meanwhile, the AAPSU president has put a ban on all forms of donations in the name of AAPSU by any executive members.
Tai script as third language
NAMSAI, Aug 7: In a meeting of the Tai Khampti Literature Committee, held on Sunday at Kongmu Kham, Noi Cheynam, it was decided that necessary action would be initiated for resumption of teaching Tai script as third language in all the schools, both government and private, in Namsai district. The government and all concerned authorities would be approached and requested for taking appropriate steps for reintroduction of the Tai script as third language in the schools.
Students appeals for Mid day meal fund
ITANAGAR, Aug 7: The All Kra Daadi District Students Union (AKDDSU) has appealed to the DC and state government to provide fund for proper implementation of Mid day meal in all the schools of Kra Daadi district, regular payment of stipend to the students and to provide textbook materials to the schools.
The students put forward the demands after visiting Govt. secondary school Pania, Govt Middle school Amji and Govt middle school Yaglung under Kra Daadi district recently.
Hostels for both boys and girls were found in dilapidated condition, the union said in a release.
During interaction with the school authority and students, the union was informed that the schools have not received any textbook from the state government.
Breastfeeding Week celebrated
ITANAGAR, Aug 7: Urban ICDS Project, Itanagar celebrated World Breastfeeding Week with theme "Breastfeeding: A key to sustainable development" by organizing awareness programmes on the importance of breastfeeding in various sectors in Itanagar from August 1 to 7.
Doctors from various dispensaries in Itanagar, including Dr. J Tayeng of Rajbhawan dispensary, Dr. A. Pertin of Chimpu PHC and Dr. Radhe Akang of Itafort CHC were the resource persons during the week long celebration. The importance and advantages of breastfeeding, issues related to health and nutrition etc were explained to motivate the mothers to breastfeed their babies by the resource persons.
The role of Anganwadi Workers in educating and motivating the womenfolk for promotion of breastfeeding was also explained by the resource persons.
Baby show competitions and adolescent's health check up were organized during the week-long celebration.
Mothers expecting babies, adolescent girls, PRI leaders of the respective areas attended the programmes which were organized under close supervision of CDPO SC Tok.
Meanwhile, majority of the Anganwadi workers and helpers lamented the lack of toilets, washroom, water and electricity supplies in their respective Anganwadi centres. They also appealed to the government to timely release of their monthly honorarium.
ITBP families celebrates Teej Festival
ITANAGAR, Aug 7: The Teej Festival was celebrated under the aegis of Himveer Wives Welfare Association (HWWA) with cultural programme and Saawan Queen Competition at the premises of North -Eastern Frontier Head Quarter, Indo-Tibetan Border Police Force (ITBPF), Khating Hill, here on Friday last.
Speaking on the occasion, Gita Nityanandam, wife of S Nityanandam, DG, Arunachal Pradesh Police, while appreciating the role and performance of the families of ITBP personnel, said such programme must be organized as it keeps the families away from stress and also give them an opportunity to expose their hidden talents.
Mrs Mitali has been crowned the Saawan Queen, while Manisha Tejpal and Diksha Yadav were first and second runners-up respectively. Another attraction of the festival was cultural programmes organized by the HWWA members.

Flood and long-term solution
Around sixty-eight lakhs people have been affected by the recent flood across the
country. In Assam, the flood have already claimed more than twenty people and affected
thousands of villages, while flood played havoc in Arunachal Pradesh claiming one
life in Lohit district and devastating a large number of villages particularly in
Lohit, Namsai and Changlang districts. Nearly three lakh people of the state were
either rendered homeless or affected by the recurring flood in the state. As it
happens almost every year, the flood, this year too, caused severe damages to infrastructure,
paddy fields in many circles including Wakro, Namsai, Mahadevpur, Lekang, Jairampur,
Miao and Chowkham and some parts of East Siang. Nao-Dehing affected many villages
as the flooded river diverted its course through low-lying areas of Lower Silatoo,
Nongkhong and Mahadevpur areas crossing NH-52 to rejoin its original course near
Mahaloni village. It has also posed threat to entire Mahadevpur town and Namsai area.
Chief Minister Pema Khandu along with Union MoS for Home Kiren Rijiju conducted a
survey in districts worst-hit by the flood. Rijiju also announced that Arunachal's
quota for flood-relief funds will be disbursed soon. During his recent visit to the
flood-ravaged Namsai district, Chief Minister had called for finding a long-term
solution instead of taking short-term measures to tackle floods in the state. He
further announced that project to channel Nao-Dehing river to its original course
will be started soon.
Flood comes silently every year, claims its share of devastation compelling the ruling
Govt to rush to the Centre for restoration of flood damage and relief assistance
to the flood affected people. Flood damage reports (FDRs) are also being prepared
by the respective district administration every year. But what is more horrible is
that situation in ground level almost remain the same as it was without visible physical
progress in flood damage restoration work. Unless and until, accountability and transparency
is maintained in restoration of infrastructure and flood protection work, the plan
and policy for long-term solution to flood problem will remain as a strategy only
without any visible results in ground level.

Dear Editor,
At the very outset, students of Rajiv Gandhi University are very thankful to Taba
Ajum, for bringing out in limelight the ugly truth of RGU authorities.
We are surprised and eager to know from our Registrar why they did not analyze before
making payments to the contractors. Why they did not bother to repair before Taba
Ajum brought this issue to the limelight. Cracks have started developing in present
incomplete Dibang House of Residence.
The clarification made by Registrar Rajiv Gandhi University is not satisfactory.
Instead of giving clarification, he should have been silent on the matter and should
have rectified the problems.
Therefore we would like to draw the kind attention of student unions and publics
to take this matter seriously and raise voice against authorities of RGU.

This is in response to the clarification made by Registrar Rajiv Gandhi University
with title "A clarification from Rono hills". It is disheartening that the registrar
in order to cover their fault is giving lame clarification instead of apologizing.
If the institution that is supposed to produce abundant efficient human Capital is
indulged in such ill-practice, what can a layman expect from the students produced
from this institution?
There has to be accountability.
If HRD Ministry is reading this, I request you to please set up an enquiry committee
so our University prospers and becomes number one university in India.

Teachers’ recruitment exam and syllabus
Dear Editor,
In the recent, Post Graduate Teacher (PGT) & Trained Graduate Teacher (TGT) interview
conducted by Directorate of Secondary Education , Govt. of Arunachal;
1. Syllabus were prescribed for both PGT & TGT and sold at Rs 200 but questions were
not set according to the prescribed syllabus. For instance in history for PGT, out
of 29 units questions were set only from 11 units. 0nly 12 questions carrying 10
marks each were set without mentioning the word limit. The nature of question was
essay type for which one doesn’t require rigorous preparation. It is clearly mentioned
that 25 marks will be set from History of North-East and Arunachal. Surprisingly
only one question carrying 10 marks was set and in objective Paper some questions
were asked out of syllabus. If questions were not being set as per syllabus then
what was the need of syllabus.
2. Political science subject was worst. In Paper II (objective) out of 100 questions
hardly 10-15 questions were from political science and rest was from history, science,
geography, GK etc. Question which had been set in PGT (Paper II) were repeated in
TGT (Paper II).
3. In geography also about 40 questions asked in geography Paper II (Objective) for
PGT was repeated in TGT (Geo) Paper II. For descriptive paper, questions were set
from 8 units out of 23 units carry 20 marks per question and there was no mention
about word limit. Not a single question was set from geography of North-East.
4. Shockingly answers of many questions were wrong e.g. Density of Arunachal is provided
as 15, 20, 30, 25 whereas according to census 2011 it is 17.
5. Interestingly, same question were set twice or trice in same paper.
6. Candidates were asked to write their name on answer script. There was no record
for supplementary sheet used by the candidate.
7. There was lots of printing error and many more which confused the candidate.
Therefore, through the column of your esteem daily, I would like to appeal all the
student unions, like minded groups, unemployed youths and appearing candidates for
PGT & TGT to raise voices against this kind of irregularities and demands cancellation
of ongoing PGT &TGT interview and let APPSC conduct the interview of both PGT and
TGT.

Lost glory of a school
Dear Editor,
Jawahar Navodaya Vidyalaya, Seppa is a central funded education institute for poor
and deprived sections of the society, which is governed and run by NVS, Shillong.
It is one of the most sought after schools in East Kameng. The institutions have
won the hearts of many people in the society due to its good reputation in the past.
Parents feel that their child's future is safe and bright, if they find a place in
JNV as it has produced so many highly educated academicians and respected scholars
in the society.
Many of its alumni are now placed in good jobs and are serving in respected fields.
But if we take a look at the present scenario of the institution, it is has downgraded.
It has lost all its good reputations and trust of the people in the district. Now
even the poor people don't want their kids to be admitted there instead they go for
government schools. Once, the most sought after academic institution is now in a
mess.
There is need for basic cleanliness in school campus. Due to unhygienic water, many
students have suffered bad health.
I would like to draw the attention of school authority, NVS Shillong, PTC members,
Deputy Commissioner of seppa, EKSWCO, AEKSU, LOCAL MLAs and respected alumni association
of JNV Seppa to take a concerned look into this matter and take some necessary actions.

Dear Editor,
One of the biggest reasons that induced endless sufferings of human being for hundred
thousand years is the propagation and growth of aberrant religions.
God, Almighty, Creator, give any name, is not a human being, and never it will be.
A human is a human; may be a philosopher, spiritual seer, but one cannot be God himself.
Myriad problems have been faced when human societies wrongly started assuming and
worshipping certain human philosophers, spiritual seekers as God and failed to comprehend,
respect and worship the real God and the Godly entities.
Had the practice of worshipping humans as God been the best path of spirituality
to get rid of problems of humanity, then the present world would have been a blissful
home by today rather than a burning Earth with untold human misery.
But, the wrong path of worshipping the wrong deity has neither ameliorated the tormented
humanity in the long past nor it is going to help in the infinite future, and that

Worshipping of false human Gods and development of institutionalised religions deeply
divided one society of mankind in the Planet into many different groups on superficial
and illogical lines, and rather lead to cut throat competitions and innumerable confrontations
for hundred thousand years.
Live with reverence and compassion with all the animate and inanimate entities in
the Planet, because the master is not human but the Creator. Irresponsible and reckless
way of exploitation and destruction of the environment; animate and inanimate entities;
in the name of science & technology, development boomerang upon humanity and made
us accountable in undesirable ways.
Earthquake, flooding, drought, cyclone, tsunami, tornado, landslides and other disasters
are the processes and messages through which the Creator, the Cosmos repeatedly and
clearly tells the most loved children, the humankind to recognise his lone authority
over his kingdom, and to meticulously follow his ordained rules of existence in the
Planet and the Cosmos.
The sins of illogical divisions of one family of humanity into numerous groups, and
subsequent confrontations was repaid by the human himself with butchering of around
billion lives in the 5000 major wars and the two world wars in the blotted history.
Then there are hundred millions lives that lay tragically humbled in the human aggravated
natural processes called as disasters, which can be minimised and untold sufferings
mitigated.
Some fine day, heard some fellow human, downplaying the sphere of philosophy and
it's relevance with the current world, and which clearly indicates ignorance and
superficiality of intellectual growth and pursuit to decode the truth of existence
in the Universe.
An endeavour without clear knowledge and vision about its path and goal is like a
rudderless boat and bound to sink. Similarly, a journey of life in this world without
adequate and truthful knowledge about the truth of existence of life, Planet, Cosmos,
the Creator among others is bound to falter and rather earn undesirable endless moments
in the journey.
Philosophy, as a field of knowledge is not worthy for non intellectual dabbling and
illogical conclusions, because, the words of love to find ways for betterment and
welfare of existence of humankind while being a systematically connected entity in
the Universe are worked out after exhausting every space of logical and possible
intellect to unravel the ultimate truth.
The world, the humanity failed to listen to the words of love and truth, not just
today, but for hundred thousand years, but ironically, brought along the tears, hunger,
thirst. However, the humanity has been gifted with the intellect and infinite possibilities
to wipe out hunger, thirst and tears from this Planet forever with truthful knowledge
and progressive activities.

Dear Editor,
Though your esteemed daily, I would like to draw the attention of the concern authority
of Arunachal Pradesh, if there are any. It is seen that whenever I go to the Google
Maps / Weather forecasting etc at Likabali, it shows entire Likabali as Michamari
Assam or Likabali Assam. Now as we have a everlasting boundary dispute with Assam
which our State is incapable to solve till date, how can Likabali be shown as a part
of Assam?
Who is feeding this wrong data in the system and is there a competent authority in
our state to take control over the errors which seems to be done intentionally?
